Happy Wheels has 11 playable characters.

That figure comes from the community wiki, which documents that the character select screen has displayed all 11 playable characters since 24 December 2013. The eleven are listed on the characters hub.

Why you keep seeing other numbers

The confusion is real and it comes from three separate places.

16 character types, not 16 playable characters

The community wiki opens its character page with this: there are 16 character types and 11 vehicles, and all of them can be accessed in the level editor.

“Character type” is a broader bucket than “playable character”. It includes characters who exist in the game world but are not part of the selectable roster — NPCs, special appearances, and the children and elves who ride along as secondary riders rather than as characters you choose.

So 16 is not wrong, it is answering a different question.

The children, elves and passengers

Multi-rider vehicles put extra characters on screen: the son on Irresponsible Dad’s bicycle, the passenger on the moped, two elves in front of Santa, and two children on Irresponsible Mom’s tandem.

Those passengers are characters. They are not selectable. Counting them inflates the number without adding a choice.

The mobile app is a different build

The mobile version uses different naming — most notably “Business Guy” for the suited character who is called Segway Guy elsewhere — and it unlocks characters progressively as you clear levels rather than offering the full roster from the start. If you are comparing a mobile wiki page against a browser or Steam page, you are comparing two builds.

What the Steam version does not change

The Steam release is a re-release of the same game, and the store data does not list new characters. The character count on Steam is the same 11 you get in the browser version.
